Puzzle 79: Game of 22

Arrange three rows of cards from ace to 4 as shown below.

Two players alternately choose a card and add it to the common total.  The winner is the player who makes 22 or who forces the other player to go beyond 22.  What is a winning strategy?

Extension:  Extend your strategy to more cards.  Can you play with 4 rows of ace to 4?  How about 5 rows of ace to 5?  What adjustments do you need to make to make the game fair?
